I am going to look into this, but it is possible that groups that
expect to see a large attendance may be required to show they have
accommodated expected car parking needs. An example might be running
shuttle buses from remote parking (Rhythym and Booms) or renting out
an adjacent lot (events at Olin Park may make arrangements with
Alliant Center.)

If car parking is a concern for events, then it would make sense to
also make sure bike parking is covered.

And racks are not necessary. This entire discussion started with the
beer festival folks not doing a bike corral. The Brat Fest has a bike
corral. This can be taken care of with a few volunteers, just like
many tasks at large events put on by non-profits.

And yes, San Fransisco does require bicycle parking at large events.
Every Giants game features free bike parking at the park. The tab is
picked up by the Giants organization, and it is a very slick
operation. I saw how they did it last year when I was out there.
