I have been a participant and a witness to much of what Mike Barrett
asserts in his last couple messages, and can only state that I share his
perspective 100%. Despite numerous public testimonies and hard work by a
large number environmentalists in Madison over the past several years,
including Mike and many others, there is very little evidence that any
progress has been made in reducing personal motor vehicle driving in and
around Madison and Dane County. The problem just continues to grow worse
and worse. Shining the bright light of day on road expansion decisions
by our governmental representatives, which not only cater to but
encourage unsustainable driving in the community, is about all we have
left to do now since they didn't listen the first time and all the other
times we said to stop doing that.
All our health is now being harmed in one way or another by the excessive
levels of motor vehicle driving in and around the Madison area (read on
human health implications of exposure to traffic at link below).

As I said, it's been done over & over again.
The only thing that works is the full-spectrum spotlight. We'll keep it
shining brightly. No longer will they be able to bury it in their arcane
Transportation "Improvement" Plans or Capital "Improvement" Plans. We'll
just shine the bright light of day on their rubber stamps.
Aldermanic whining notwithstanding, they do each possess free will.

what she suggests can work-- in fact, to paraphrase another woman, that
