The State of Wisconsin continues to unwisely redirect the vast majority
of the dollars it collects in motor fuel taxes in the state back into
more transportation projects, rather than redirect that money for other
worthwhile purposes.
Had the state seriously considered doing what the DNR recommended back in
1999 (Ref. "DNR Plan Would Pay People Not to Drive"
http://www2.jsonline.com/news/metro/nov99/hiway30112999a.asp ), many
Wisconsin residents might not have ended up in sorry state of affairs
they are in right now, having to spend $60 every few days for gasoline.
People would have instead been encouraged to reduce their dependance on
personal motor vehicle driving over the last several years, and by now
they might have been less dependent on personal motor driving, able to
rely more on bicycling and more fuel efficient mass transit instead, and
thus not having to pay so much at the pump. Our environment would also
likely have been in much better shape now, having less fuel burning
emissions accumulating in our atmosphere and fewer Wisconsin land acres
under highway pavement. But encouraging people to drive less was an
unrealistic proposition according the road building industry and their
advocates in our government, and no doubt it probably still, That's
unfortunate, because things will just get worse and worse until our
representatives in the government get some courage to do what is really
needed, which is to reward people who choose to drive less (or not at
all).
