Jeff.  Glad you brought it up.  Bollards should be a last last resort.  They 
should be removed 
whenever possible and/or replaced with something safer.  Then if they must 
remain, they 
need to be made visible as you suggest. 

In the past I have requested on Rob Kennedy (UW-Transportation) to remove the 
bollards on 
East Campus Mall (formerly known as Murray Stree) at the RR/Missing Link) 
underpass.  
They are a crash waiting to happen.

The city very rarely uses bollards.

On Friday, December 21st, [2007] Ed McLaughlin -- long time cycling 
coordinator for Chico Velo, bicycling advocate, and all around nice guy-
- was riding with a group of riders through Bidwell Park and ran head 
on into a bollard (those metal posts intended to keep cars from driving 
on the bike path.) Ed was wearing his helmet but suffered a severe 
spinal cord injury in the fall.
He was airflighted later than day from Enloe Hospital in Chico to a 
medical center in Santa Clara that specializes in spinal injuries. There is 
a story in the Chico ER that has more information about the Ed's
