Just to be on the safe side, I have asked my insurance agent several times about my own liability if I injure someone while riding a bike. That is, if I am riding a bike, cause injury and am at fault.
Every time I asked, he has told me my homeowners insurance would cover me. Does the guy who hit your wife have homeowners insurance? Would rental insurance cover him? My guess is that the only way you are going to get answers is by consulting a lawyer. The phone book is full of personal injury lawyers, and I've even seen a few advertise that they handle bike cases. A woman advertises in Isthmus with a cartoon of her on a bike, maybe that would be a place to start. Good luck.
