Well, there MAY be the legal question of whether the bike path is a public 
highway. In your shoes, I would assert that it is, and that the same things 
apply as if it were any crash (it's NEVER an "accident", remember) on a public 
road. The insurance of the party at fault should cover expenses. If he doesn't 
provide insurance information, threaten to sue him.

Was a police report (alas, they still call them "accident" reports) produced? 
Was the other operator cited?
