I rode there last night to confirm what you wrote. And, yup, it ain't good. My guess they forgot about a bike lane or they abolished to have enough lane for those people who want to turn off on Fish Hatchery. From where I live on Sunnymeade, that's a section of Park I usually avoid, because I have other routes available such as around Monona Bay, John Nolan, or if I need to go to Saint Mary's I'd take the Wingra Creek path to Mills then back to the new parking structure.
If I'm going to Copps, Quality Hardware, or Cargo Coffee, coming from the south I would come from the Wingra path to Beld north to where it junctions with Park, then cross to Copps or north on Park to the hardware store. Coming from the north I would take West Shore around on South Shore to Lowell south to Olin, cross Park and take my chances for a short block to Copps. Or else ride the east side sidewalk for a block and cross at the cross walk. If I have to go to Copps from St Mary's, then I'd take the Wingra path from Mills, cross Fish Hatch at the light (which is key) then left on South St to the Dean Clinic parking lot then head toward's Copp's back side and up the steps. Unless of course you like exploring, then are other side streets to tempt you with getting lost. ;-) Park during the day isn't as bad as rush times.
