The sentence appears to be garbled. The permanent Town/City boundary is Pioneer Road. The project discussed is west of the boundary.
Old Sauk Road east of Pioneer Road will be constructed with bike lanes, including the section being completed this month. Perhaps the intent of the statement was that the MPO policy is no federal funding without bike lanes? That would be a true statement. I drove the road today. There was a biker with a fat tired bike at the intersection of Pioneer and Old Sauk.
