The original 275 page paper is located at http://www.vtpi.org/tca/ I spend all day thinking about this stuff at work and have yet to really digest this document or gotten real "answers" from it...but I think it does what people are hoping for. If someone else figures out the answers to all of society's transportation woes from reading this...please fill me in. -Dar
