Jeff, Those are all good questions. One of the NMP's biggest booster is Dane County Supv. Eileen Bruskevitz (http://www.co.dane.wi.us/coboard/supervisorDetail.aspx?district=25) , so you might ask her. The justification for such a big project is the planned growth, and the implied increase in traffic.
