I have been closely following the funding debate, and I have noticed
something very disturbing on the WISDOT website:

Yesterday, the TE and CMAQ stimulus project applications were not
available - it was suggested that they would be available at some point
on the 10th - now that date has changed to the 11th.  Keep in mind that
these local stimulus project applications are due next Wednesday, so the
longer the state drags its feet on posting the applications, the less
likely it is that cities, towns, and villages will be able to complete
the application in the time remaining.

I have to wonder if the differences between the House and Senate version
of the stimulus bill are behind this delay.  It would really be sad to
see the enhancement funding end up in the final bill, but the state not
utilize any of it because they didn't have time to solicit local project
applications.
