There were some issues that made the northern piece a bit more of a
challenge, so that is one reason the piece linking to the Cap City Trail
wasn't done right away. Also, because some of it was in other counties, the
DOT (transportation enhancement funds) and DNR (recreational trails funds)
like to spread the money around.

That last part is more of a guess on my part, but I do know that each area
of the state -city, county, metropolitan area - has to rate their most
important projects. Madison and Dane County both have far more good projects
than available funds. As a matter of fact, our area probably could easily
use ALL the transportation enhancement funding in the entire state. This is
why advocates are comstantly trying to get more than a few crumbs from the
federal and state legislators. All the enhancement funding for the bienium,
for the whole state, amounts to a rounding error on one highway project.

The new federal transportation bill is up for reauthorization this year.
This is generally a 5-7 year bill that controls how transportaiton funding
will be allocated for that time span. When you get an action alert about
contacting your legislators, I hope everyone does so, because that's the
only way all these good projects will ever get built.

Good news is that I think the last part of the Badger Trail has received
funding, so it should be complete. Can't give an exact date, but "soon."
