When the PBMVC approved the current configuration that approval included a
provision to carve some space off the terrace on the Madison side of the
loop during the next reconstruction that would provide enough space to
safely re-add the bike lane.  This could address the problem in the longer
term.  In the short term, you might request that traffic counts be done on
the Square to determine if the parking is actually enticing more car traffic
on the square.  One of the arguments why bicyclists would be safe without a
designated lane was that the increased traffic would tend to reduce speeds
to the point where it was more reasonable for bicycles to flow with
motorized traffic safely.

I brought this issue/concern up at a past PBMVC mtg, towards the end. I'll
have to seek to have it added to a future agenda because I too have noticed
more motorized traffic using both lanes. I've also seen more motor vehicles
pass bicycles on their right side. Lack of signage, fading lines, & no
enforcement...

Is anyone familiar with the current or future status of the (now
non-existent) bike lane on the capitol square? Weekend drivers are now using
both lanes like normal, and don't seem to understand why I'm claiming a
lane. My friends and I miss the bike/bus lane
