I do not think there are any laws in Wisconsin prohibiting the use of 
headphones by the operator of any vehicle as long as you are not occupied to 
the point of being considered inattentive.

In CA it wasn't.  OK to go ahead with one ear, but one ear needed to be 
uncovered.
