Rain pants and rain jacket are the basics. REI makes a good rain pant, with gathered calf/ankle to keep it from flapping around. Many brands make jackets. Best is goretex or another breathable waterproof material. You have to clean them with special products, and occasionally recoat them, but they work well for a long time.
