I've always been partial to rain capes because you don't overheat in them
and they are quick to shed. I hate it when I end up wet from sweat in an
attempt to stay dry. Many years ago capes were still popular (still are in
England I think). Bike rain capes come with thumb straps to keep the cape
from coming up over your head and a waist or rear strap to keep the back
from flapping over your head.

I use my rain cape here in Brazil a lot and the only advice I have is to
also have really good fenders or you'll still get wet from wheel spray - in
my case here in Brazil that includes a lot of animal "products" (many
wandering cows/donkeys).
