After checking a few prices on-line, it appears that some of the lower priced acceptable racks are listed at only about $100-$150 for a rack that parks two bikes. (Example, Dero Bike Hitch.) Obviously, these things are big, so shipping has to be added, plus they need to be installed, but I think you could still get 2 bikes parked for less than $200.
