Maybe the solution is biking with a supply of bright orange stickers that could be placed strategically upon a front windshield that say something like, "YOU ARE ILLEGALLY PARKED IN A BICYCLE LANE!" would work.
The stickers (maybe 6" x 6" square), in my imagination, would be made so that the glue is on the text side and a driver ready to drive the vehicle away would be staring at this reminder of her/his bad behavior until it is peeled (or, better, scraped with much effort) off. I'm sure THAT's illegal too, but it would be very satisfying. - cathy in la crosse
