It is indeed illegal to park in the counterflow lane, even for deliveries. I
had this discussion a number of times with Matt Tucker, the City Zoning
Administrator, about the persistent problem in the 500 block - where there
is a liquor store, pizza place, bar, etc. Someone wanted some change to
their zoning, and I used that as an opportunity to make sure they had
adequate, LEGAL loading for the requested change.

There was much back and forth about how it was impossible to NOT use the
counterflow lane for deliveries, and Tucker, bless his heart, pulled out the
original zoning text for the area, and pointed out that every business in
the area claimed to have legal off-street loading areas. He told them in no
uncertain terms that using the counterflow lane was not acceptable, and if
they couldn't figure out how to use their designated loading zone, they
would be fined.

Also, the most recent example - next to what used to be Luthers Blues, the
purple building, used to be my alder district. The designated loading area
is the tiny cross street between University and Johnson (actually named
Campus Dr in that area.) We had quite a few similar discussions about the
businesses there.

So, my suggestion would be to send those photos over to Matt Tucker -
[email protected] - preferably with as much info as possible:
license plate, time, day, date, your name, phone, and email for follow-up,
etc. He can send a warning to the business and/or the offending delivery
service.

As always, you can also use "Report a problem" on the city's web site.

If there is one thing I learned from being an alder, it is that sending the
information to the right person, instead of simply into the wilds of the
internets, is much more efficient (although not quite as much fun.) And if
you don't know who the right person is, just ask.
