I first heard about bike sharing on a travel show on Public TV. They went to 
Trondheim, Norway and there was bike sharing there. Here is a website about 
programs in different countries, including Trondheim (they have 100 bikes

Trondheim also has a bike lift - that pushes the bike up steep hills. It sounds 
like something San Francisco could use. Maybe in Madison there could be one on
