Absent this reference to environmental justice is the plan for construction during stage 2 (overpass at County Highway PD). Improved "complete streets" design and construction of pedestrian and bicycle facilities at the PD crossing is essential. Where are the environmental justice details for stage 2? The (SDEIS/DEIS) cannot be considered final until stage 2 is addressed.
