Legislating from the bench is bad enough, now the cops are writing their own 
laws?

But I can't defend Ms. L, because my first day on a ten-speed bike (pig iron 
frame and hand-carved maple wood rims, as I recall, very high tech for the era) 
I bought a kickstand for it and was carrying it home the same way Ms. L has her 
bag.  Going up a hill I stood up and pumped and as the bike swung back and 
forth, the kickstand swung into my front wheel, hit the fork, locked the front 
wheel, and I went AoHB, landing on my right elbow.  It unbent in a few days.

So I hope the judge suspends her fine only if she agrees to buy a rack and a 
nice set of panniers.
