I think I flipped the percentages in my previous email/rant. I believe the
correct percentages for Wisconsin should be:


60% of ALL road costs (not costs of driving, which is another question, but
just the actual infrastructure) - including Interstates, state, county,
town, and local roads - paid for by user fees: gas tax, licencing and
registration.

40% of road costs paid by non-user fees: principally property taxes, but
also state and local sales tax, plus state income tax.

Again, if you look at only local road costs, where most bicycling is done -
that is removing the state and US highway system - the percent paid by
non-user fees is far, far higher.
