True local roads are much higher. The state pays about 20-25% on local road aids (gas tax and registration fees) plus a few federal projects on local roads (typically 80-20 split) so local cost is about 75% at best.
On the other hand State, U.S. and Interstate Roads are 95 to 100% paid for by gas tax and vehicle registration. I believe the correct percentages for Wisconsin should be: 60% of ALL road costs (not costs of driving, which is another question, but just the actual infrastructure) - including Interstates, state, county, town, and local roads - paid for by user fees: gas tax, licencing and registration. 40% of road costs paid by non-user fees: principally property taxes, but also state and local sales tax, plus state income tax. Again, if you look at only local road costs, where most bicycling is done - that is removing the state and US highway system - the percent paid by non-user fees is far, far higher.
