True local roads are much higher.  The state pays about 20-25% on local road 
aids (gas tax 
and registration fees) plus a few federal projects on local roads (typically 
80-20 split) so local 
cost is about 75% at best.

On the other hand State, U.S. and Interstate Roads are 95 to 100% paid for by 
gas tax and 
vehicle registration.
