Rural our infrastructure is still tops, but we are slipping badly on Urban infrastructure. Every time I travel, I am amazed at how far other cities have come. They are catching up.

The statewide rankings were somewhat arbitrary to start off with, and Wisconsin benefited from having good policies and programs in place, but also because we simply had the statistics to prove we had good shoulders on rural roads, lots of trails, high bike ridership, etc. It's no reason to slack off, but I'm not too worried. OK, I'm worried, but it's not just bicycling that I'm worried about. That's a different, and very political discussion.
