Diane, bike improvements need to be made incrementally.  Sometimes they have 
poor 
access in the beginning.  Bridges are very problematic, if they are not done 
correctly we have 
to live with the poor result for 50 years.

Improving this bridge is part of the big picture for improving biking in the 
Madison area.
