Modern scooters (most are no longer mopeds) are motorcycles in form and
function and should be regulated thusly.

the City lobbyist to push this at the Capitol.
A bill was introduced in the last legislative session to allow
local municipalities to regulate moped parking, but it went
nowhere. As you may know, legislation dies with the legislative
session. It has not been reintroduced, as far as I know.
Once thee state law is changed to allow local control over moped
parking, the City can pass the appropriate parking ordinances.
Bike Fed, and maybe city people (?) are working on getting this
changed, but I don't know where it stands.
