First, thanks for being sensitive to the situation and trying to do the
right thing. Even people who bike almost every day encounter this dilemna
when driving, so it's not just you.

The best thing to do is back off a bit, so the bicyclist knows that you
aren't going to run hi/her over. This also signals, "It's OK. I'm not in a
rush, and I'm trying to be cool about this."

If you can pass, and get back in your lane before needing to slow to turn,
and if you can do this without cutting off the bicyclist, that's OK too.
Just think, "Would I be cutting off a car driver if I passed and then made a
turn in the same situation?"

If there is space - like a big gap with no parked cars (unlikely, but
theoretically possible on E Mifflin or other bike boulevards) - the
bicyclist may pull to the right to let you pass. This is the sort of "body
language" that can make sharing the road easier for all road users.
