I must have missed the thread that led to your recent post. I take an active 
interest in Rimrock Rd. myself, since I use it regularly as a bicyclist, 
pedestrian, bus rider, and rarely even as auto driver or passenger. I have 
raised the question about that U.S. Hwy 12-18 overpass lacking pedestrian 
facilities on both sides of the road (and therefore no sidewalk serving the #11 
and #13 bus stops at E. Badger or in front of the Wi IRS), plus the missing 
pedestrian crossing indicators on the stop light with Mooreland Rd south of the 
U.S. Hwy 12-18 overpass. Now with a new charter school going it, these missing 
“complete streets” elements are glaringly bright all the more. I’ve brought up 
these deficiencies to the annual budget solicitation for ped/bike improvements 
process comes up with the City of Madison, but I don’t know who really has 
jurisdiction. Some of the improvements are Town of Madison, others are WiDoT. 
Now the MMSD could potentially have a voice.

 A quick point, the question isn't whether or not "middle school kids old 
enough to cross even busy roads
without crossing guards?" The point ought to be that motorists and pedestrians 
don't mix well, in large part because motorist roll through stop lights, stop 
signs and stop on, as opposed to before, crossing walks.
