"Tough to enforce" or just plain null and void? Don't state traffic laws, that define a bicycle as a vehicle, and the fact that pedestrians using public land is a right and not a privilege, trump any county or township attempt at restricting these rights/privileges further? Of all the "issues" reported/observed, aren't there already laws that apply to the actions (such as operating a vehicle on the wrong side of the road) in place? Why are those laws not being enforced?

Whence, generally, comes the notion that a problem with enforcement of existing laws can be solved by enacting more laws? Especially more questionably-enforceable laws?
