State Statutes give local communities the authority to ban bicycles from roads 
under their jurisdiction after holding a public hearing.

349.23 Authority to designate bicycle lanes and bicycle ways.
(3) The governing body of any city, town, village or county may by ordinance 
prohibit the use of bicycles and motor bicycles
on a roadway over which they have jurisdiction, after holding a public hearing 
on the proposal.
