Bike lanes don't have to come at the expense of on-street parking. Certainly
something has to be displaced if you want to add bike lanes and are not
changing the footprint of the road. But you could keep the on-street parking
and just put it in a different place, like this:

In this case, adding bike lanes comes at the expense of on-street  
parking. The author seems to be making the case that bike lanes (like  
all traffic lanes) are a public good. But parking is really a private  
good.
