Any idea why the moped language was changed?

Other changes to the bill:
Cars can now pass bikes by moving to the left of the center line in
no-passing zones if the bicycle is travelling at less than half the
posted speed limit. (prior to recent amendment, it was "significantly
less than the normal speed of traffic".)
