First, a caveat: I have not read the language in either bill, and am going purely on Matt's layman's description of what each version contains.
The important outcome would be for local municipalities to be able to legislate moped parking in the same way they can legislate other motor vehicle parking. Local municipalities can designate "small car only," or "15 minute limit," or "motocycle parking only," or parking restricted on certain days or times. Right now, state law allows mopeds to be parked anywhere that a bicycle can be legally parked. If the new legislation allows local municipalities to legislate where, when, or how long a moped can be parked, that is the important part. In my opinion, being able to restrict them from parking in bicycle parking areas only accomplishes part of the goal. Maybe a city wants to designate a "moped only" area, in the same way they designate "motorcycle only" areas. Or maybe they want to allow mopeds to be parked only for 1 hour, etc. Seems to me - again, I haven't read the actual language - that this gives municipalities MORE control over moped parking.
