I thought this was an interesting post. The concept of permitted vs.
Intended users of roadways is an important distinction even outside of
it's legal implications. It goes to the heart of discussions about
cyclists and stop signs, etc. I think bicycle advocacy 2.0 should move
towards securing (and expecting) intentional cycling infrastructure.
Without it, we'll always be 'permitted' (secondary) users of a motor
vehicle infrastructure. It's a huge asset to have legal access to most
roadways, but if cyclists are permitted rather than intended users, our
safety and convenience will continue to take a back seat in someone's car.

Interesting indeed, but it's Illinois. Here in Wisconsin, does bicycling constitute "intended" or "permitted" use?
