This sounds outrageous to me:  a hit-and-run that could have killed someone and 
the police imply it's not worth their time...  And, the driver (or at least the 
car) has been located and there are witnesses.   Do you have to die to get the 
police to take action or is it sufficient to sustain a concussion and end up in
