We are in budget season, and while you will probably hear more about the
City of Madison budget, the Dane County budget is also very important.
Sorry this is so late, but tonight is the budget hearing, and there are a
few items that directly affect bicycling in the area.

Below is an action alert from a group with whom I have been associated. I
have moved the bicycling items to the top for easier viewing for this
audience. The rest are good environmental policies, which I hope you will
also support.

I am not able to attend the hearing, so I hope others will be able to.

*TRAIL & BICYCLING IMPROVEMENTS & SAFETY INITIATIVES FUNDING*:

·        $653,000  to construct a bike trail connecting Brigham County Park
with the Military Ridge State Trail;
·        $126,000 for the next phase of the Lower Yahara River Trail
connecting Madison with McFarland;
·        $80,000 to work with the City of Madison to extend the Ice Age
Trail Junction Area bicycle trail further north;
·        $2.7 million for reconstruction of sections of County Highways A
and PB with paved bicycle lanes;
·        $175,000 to develop and fund a Wayfaring System for the Dane
County Bicycle Network including uniform mapping and signage of routes, a
mobile application and on-ground guides to help bicyclists better use the
system of trails and routes through Dane County;
·        $25,000 for a new county grant program to help local towns
and communities improve bicycling safety;


Greetings Dane County Environmental Activists:

 We are in the midst of Dane County government's work to adopt the 2013
Dane County Budget.  Next Monday - October 22nd - the Dane County Board of
Supervisors will hold its one and only Public Hearing to receive advice
from the citizens of Dane County on what programs and projects to fund for
2013.  The Public Hearing will begin at 7:00 PM in Room 201 of the
City-County Building.  This year both Dane County Executive Joe Parisi and
a number of County Board Supervisors have proposed an ambitious array of
very beneficial initiatives to protect and restore the natural features of
our environment.  These projects deserve our strong support manifested
through testimony at the Public Hearing on Monday evening and messages to
individual County Board Supervisors.  Please come and help support the
initiatives listed below on Monday evening and encourage other activists in
your organization to join you in doing so.

 The fate of the lands and waters that make Dane County such a beautiful
and special to live are in our hands -- please act now!

 CRANES Recommends support for these significant initiatives to protect and
restore our natural environment in Dane County:

* LAND ACQUISITION/PRESERVATION FUNDING*:


     •     $2 million for the Conservation Fund to be added to carry-over
funds from previous years to continue acquiring lands indentified in
the*Dane County Parks & Open Space Plan;
*
     •     The following amounts in the Land & Water Legacy Fund:
     •     $3 million for acquisitions to foster Lake Preservation &
Renewal;
     •     $150,000 to continue the very successful Streambank Easement
Program;
     •     $50,000 for Streambank Protection;
     •     $1 million for the very popular PARC Grants to communities for
collaborative projects with Dane County;




* WATER QUALITY PROTECTION AND ENHANCEMENT FUNDING*:

 ·        Continue implementation of the Yahara Clear Initiative adopted by
the County Board in 2012 through these programs:
 o       $790,000 for urban storm sewer outfall replacements;
 o       $ 1 million to implement the Yahara Clean initiatives;
 o       $125,000 to fund carp removal from the Yahara River;
 o       $40,000 to fund the INFOS data management and planning for the
Yahara River;
 ·        $180,000 to continue and expand the partnership with the Madison
Metro Sewer District to ensure timely, effective implementation of Adaptive
Management and combined phosphorus reduction efforts from farmland in the
North Mendota Watershed;
 ·        Up to $300,000 for pilot project to demonstrate feasible ways to
remove up to 100% of the phosphorus from cow manure processed by the new
Middleton area Manure Digester;
 ·        Funding for three new positions in the Department of Land and
Water Resources to bolster phosphorus reduction efforts from both rural and
urban sources and increase maintenance for parks and trails;
 ·        Establishment of the “Dane County Clean Lakes Task Force”
comprised of representatives from public agencies, private organizations,
and citizens to help coordinate and guide the various initiatives and
activities underway to restore the water and other qualities of Dane
County’s lakes;


* RENEWABLE ENERGY PROJECT FUNDING*:

 ·        $500,000 for solar array at new east district highway garage (Hwy
12 at AB);
 ·        $150,000 for pilot wind power project at a Dane County facility;
 ·        funding to purchase 4 snow plows fueled by compressed natural gas
from the Dane County landfill;





     •     $10,000 for New Connecting with Kids Conservation grant program;
