Bcycles will not be available beginning December 14 2012 until next spring (and some locations will be removed even earlier to accommodate snow removal).
However, the 2012 Madison bike map http://www.cityofmadison.com/bikeMadison/planTrip/map.cfm lists the local bike shops, and indicates which offer bike rentals. Those shops offering bike rentals close to downtown include (in no particular order) Yellow Jersey on State St Machinery Row Bicycles Several of the Budget Bicycle stores on Regent Street And Erik's Bike shop at U Square The 2012 map also indicates that the Williamson Bicycle Works on West Wash rents bikes, but I heard a rumour from a friend yesterday that Monday was the last day for Willy Bikes' downtown location (though apparently the East Washington location will continue.
