They have "bait bikes" which have GPS units in the frame. The bikes are either not locked or locked poorly. When they are moved, the cops can track down the person who took them. One interesting feature of the program is that UW students and employees can get a sticker to put on their bikes that say, "This might be a bait bike." It's just a reminder that the program exists, and any bike - with a sticker or not - might be part of the program.
