Martin, I'd suggest you (or Batch) start with the Madison bike parking program:
http://www.cityofmadison.com/bikeMadison/programs/bikeParking.cfm which provides "post and ring" type racks in the terrace outside destinations that ask for them (and meet other criteria). If Batch has already applied and been denied because of the bus stop that's no longer there, probably all city Traffic Engineering needs is confirmation from Metro that the bus stop is no longer there (and isn't coming back any time soon). Previously, the strip in front of this location was a bus stop and so bike racks weren't an option. However, the stop has since been moved and there is no longer a practical reason not to have bike parking along this strip. According to the folks at Batch, the strip still hasn't been "rezoned" and until it has they can not have bike parking. To whom should I advocate for this to happen? My Alder, the Alder for that neighborhood? Thanks, Martin
