I can't find a link quickly right now, but a couple years ago I saw a
bike/scooter parked by the Geology Bldg - Weeks Hall on Dayton St - that
looked like a combination of a bike and a scooter. Sort of like the one
pictured in the link below, but more sophisticated. I can't remember
whether it had pedals of just a scooter platform.

I think it might have even had a rack on the back for panniers. It
definitely had handle bars and brakes.

As I was looking at it, the owner came out, and I asked her about it. She
said she had some sort of injury that prevented her from using a regular
bike, but she really loved biking, and now this is what she uses. She got
on and zipped off pretty easily, at least as quickly as other bicyclists.
