The problem is these are still not street legal in Wisconsin since they do not 
have pedals.  They are not classified as bicycles but rather as a “play 
vehicle”, even though the wheels might be the correct size and it has brakes.

340.01(5) “Bicycle” means every vehicle propelled by the feet acting upon 
pedals and having wheels any 2 of which are not less than 14 inches in diameter.

340.01(43m) “Play vehicle”:
(a) Means a coaster, skate board, roller skates, sled, toboggan, unicycle or 
toy vehicle upon which a person may ride.
(b) Does not include in−line skates.

I can't find a link quickly right now, but a couple years ago I saw a 
bike/scooter parked by the Geology Bldg - Weeks Hall on Dayton St - that looked 
like a combination of a bike and a scooter. Sort of like the one pictured in 
the link below, but more sophisticated. I can't remember whether it had pedals 
of just a scooter platform.

I think it might have even had a rack on the back for panniers. It definitely 
had handle bars and brakes.

As I was looking at it, the owner came out, and I asked her about it. She said 
she had some sort of injury that prevented her from using a regular bike, but 
she really loved biking, and now this is what she uses. She got on and zipped 
off pretty easily, at least as quickly as other bicyclists.

Anyone have experience moving back to biking after a tailbone injury? My doctor 
has no experience in this area. A bike with no seat would be ideal, but I doubt 
they're street legal. ;-)
