I can't really speak for the police, but my guess is that they figure all 
they're doing is letting the guy know he's on their radar, and that if he does 
this again he won't be able to use the "it was only one time" excuse.  They can 
do that just as well (maybe better) in an official note than they can sending a 
cop around several times trying to catch him at home.  All about the use of 
resources.  Just my best guess.
They do something similar when you report an aggressive or erratic driver, 
which I've done several times.

If the police were able to find an address to send the letter to, why can't 
they just go to the address and talk to the perpetrator?

The officer said she was able to identify the vehicle, but didn't have a phone 
number that worked for the owner. She would be sending out a letter asking him 
to call in and we would take it from there. She was great to work with and I 
feel like she cared about what happened, although, I was kind of surprised that 
an officer wouldn't show up at the MV owner's house to ask questions and take a 
look at the car.
