Steve Elbow from the Cap Times has written a series of articles over the
years, ranging from his explanation of why he rides on Willy St instead of
the Isthmus Path to his night with the Madison Police on bikes (sort of
hair-raising to read his description of bar-time chaos.)

Wednesday he wrote about all the improvements to biking culture and
facilities in Madison. Today he addresses enforcement of traffic laws.

The article is sure to generate copious comments, just as every one is the
past has. But as he points out today, some of the people calling for
greater traffic law enforcement are themselves daily bike commuters.
