I just contacted Rob Kennedy of UW Transportation Services about Issues 1 and 2.

For issue 1 - MGE installed and maintains the lights.  Rob will contact them.

For issue 2 - Rob will have it checked out and taken care of. 

For issue 3 - I am trying to verify the responsible person.

the path they 
made are crappy. The cuts from the saw are sitting there waiting for the winter 
ice to break 
them apart. The contractors who did it improperly in the first place are no 
where to be seen! 
What is the city doing about this?
