I am checking in with the DOT inspector for a status update on #3.
University Avenue was a DOT (not city) managed project.

I just contacted Rob Kennedy of UW Transportation Services about
Issues 1 and 2.
For issue 1 - MGE installed and maintains the lights. Rob will
contact them.
For issue 2 - Rob will have it checked out and taken care of.
For issue 3 - I am trying to verify the responsible person.

I have a few comments to make about the Univ Ave Bike Path.
First. I've noticed that the solar lights along the path near Forest
Products and the VA are at a 30% INOP status, and have been that way
for quite a while now. Nothing seems to be in place to maintain them.
When will the INOP lights be repaired?
Second. The shrubs along the path near the VA have grown to a height
that they now obscure the few remaining lights that work. In addition,
the shrubs now take over (in spots) 1/3 of the path. Again, why is
there nothing in place to maintain the path?
Third. The path collapse due to shoddy construction from Whitney Way
all the way along the new path section to Allen BLVD. I brought this
up with the City last winter when a huge sink hole developed. There
was a patch job done fairly quickly (thanks to those who did this),
but I've noticed within the last two weeks contractors out repairing
the road sections and making motions as if they were going to repair
the path, too. They marked and cut apart the bike path as if they were
about to repair the path, then disappeared. Now the path is covered
with cut marks from a saw. The collapsed sections are still collapsed.
The patches to the path they made are crappy. The cuts from the saw
are sitting there waiting for the winter ice to break them apart. The
contractors who did it improperly in the first place are no where to
be seen! What is the city doing about this?
