I have winter studded tires front and back and feel a lot safer (it's safer to ride than walk on ice) which I keep on a dedicated winter bike with good brakes. It's still difficult for me to plough through more than 1 1/2 inches of snow since I'm not a strong rider, but ice is fine. For evening/night visibility, I recently treated myself to a highly reflective workers' winter jacket from Farm and Fleet that wasn't nearly as expensive as "biking" gear. Cars steer clear from me now, much better.
