Grant, my understanding is that the sidewalks will be maintained for access to 
the businesses, but the street will be completely closed.  All of the 
underground utilities are being replaced and it would be very difficult to keep 
a corridor open through the construction.

Other options really depend on your origin and destination, as well as 
preferences for facility types, traffic and terrain conditions, and extra time 
or distance.  Some ideas that come to mind include
The Monona Terrace elevator
E Mifflin Street, crossing the isthmus before Blair Street if necessary
Capital City Path to Broom Street if you are just passing through the Capitol 
Square, not the Cap Sq as a destination.
Walking you bike a block either through 100 E Main Street or 100 King Street
E Wilson to MLK Blvd  for getting to the Capitol Square from the near east 
side.  On the return trip you would use Doty to King to Wilson.
Other as each person figures out their own best / preferred options.

Does anyone know if bike access will be maintained during construction? This is 
a heavily travelled route by cyclists and Webster -> Washington isn't a great 
alternative.
