I think Peter had a good summary. To which I will add:

The Mayor asked several of the people speaking in favor of the project: Would you like the bridge to be built as soon as possible? I think his goal was to frame the debate as, do you want a shitty design now, or a possibly better one that will take longer? But that's not what he asked.

Ald. Arnold argued against tabling the issue, I think on the grounds that the city should take a position. But the motion to table passed. I think several of the alders, and certainly the Mayor, were afraid of taking a position.

The harshest comments came from the owners of the businesses involved, Midwest Decorative Stone, and General Beveraage. MDS will get screwed by this last minute change, which will compromise the safety for bicyclists. GB's lawyers called them liars.

It seems pretty clear there were some behind the scenes dealings at the state level.

I suppose WisDOT could still change back to the West side plan. I'm petty sure that would involve a very large donation of money.
