Would a city ordinance banning pawn shops from buying & selling bikes be a good idea? Does anyone legitimately ever pawn a bike? I am convinced that 100% of the bikes I have seen in pawn shops have been stolen. The problem with this I suppose is that you could easily expand the restriction to any number of things that pawn shops deal in....
